porAbstract This document describes the work process and activities that led to the design and creation of the Health Sector Website Assessment Index (HSWAI). It includes the steps taken and the decisions that derived from each step, registering every change performed to the instrument. The document is structured according to the main phases presented in Section 2. Section 3 describes the design and validation, Section 4 details the dimensions and indicators weight attribution, and Section 5 reports the first application of the instrument to the Portuguese context.
