    Abstract 本報告書は、FUKUSHIMAグローバルコミュニケーション事業（FGC）の研究成果をまとめています。FGCは、UNU-IASの研究・発信事業として、2011年3月の東日本大震災と福島第一原発事故が人々や社会に与えた影響、および福島の復興課題に着目しました。本報告書は、研究成果を3つのテーマに分けて発表しています：（1）防災（災害リスク軽減）と国際政策からの教訓および国際政策のための教訓、（2）避難問題と生活再建、（3）リスクコミュニケーションと原子力事故。これらは、FGC事業の活動を通して、3.11の影響を理解し、それに対応していくために重要なテーマとして位置づけられました。本報告書は、3.11から派生した、多様かつ多くの場合において根強い社会的・経済的問題がお互いに複雑に絡み合っている性質を分析しています。
