This Policy Brief draws on the research and UNU-EGOV’s work with governments to outline a set of policy recommendations including: • Establish governance and collaborative mechanisms. • Advocate for the benefits of innovation and change by emphasizing efficiency gains, improved service delivery, and cost savings. • Contentiously review and update the legal and regulatory framework to minimise administrative burdens. • Pool resources, collaborate with others and use open source and digital public infrastructure. • Explore alternative funding sources and collaborative procurement arrangements to finance technological solutions. • Use digital government to accelerate and ensure sustainable development. • Invest in training and capacity-building programs to develop the skills and expertise of local talent to overcome capacity and skills challenges.
