The conference was held under the Patronage of the Municipality of Belo Horizonte. The Smart City Business America Institute co-organised ICEGOV 2023 with the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), which is the conference series coordinator 1 . The conference organisation was also supported by the Norte Portugal Regional Operational Programme (NORTE 2020), Portugal 2020 and the European Union (European Regional Development Fund). A range of Supporters played an essential role as well in the organisation of the conference: the Abep Tic, EDAS, Sesc, International Conference Proceedings Series, Universidade Federal de Minas Gerais, Departamento de Ciência da Computação, Bhip, Digital Government Authority, nic.br cgi.br, Prodemge, Serpro, Federal Government of Brasil, BH Airport and Prodam. Under the theme Digital Governance for Democratic, Equitable, and Inclusive Societies, ICEGOV 2023 focused on contributing to the debate, reflection, knowledge generation, systematisation and sharing on how to achieve more democratic, equitable, and inclusive societies through digital governance. More knowledge is needed on digital governance’s role in attaining democratic values, such as equity, inclusion, accountability, and engagement. To achieve the United Nations Sustainable Development Goals (SDGs), the digital governance research community must turn its gaze from the internal machinery of government organisations towards the people and the creation of sustainable digital governance for a democratic, equitable, and inclusive future. Under the theme Digital Governance for Democratic, Equitable, and Inclusive Societies, the 16th edition of the International Conference on Theory and Practice of Electronic Governance aimed to provide a platform for the examination and discussions of the problems and solutions of such an undertaking. ICEGOV 2023 brought together academia, governments, international organisations, industry, and civil society to share the latest insights and experiences in the theory and practice of Digital Governance. The conference promoted interactions amongst all stakeholders, including researchers, policy-makers, government officials, elected representatives, innovators, and educators from both developing and developed countries. It was a discussion forum where people could exchange ideas for cooperating and promoting public policy and development at the local, state, federal, and global levels.
