The article analyzes the mobilization of dynamic capabilities focusing on operationalizing technologies in public sector digital transformation strategies. The Brazilian Digital Transformation Strategy case study provides insights into how organizations can improve their capability to manage change, innovate, and create public value toward digital transformation.
