Start page n/a End page n/a Language eng Abstract Climate change impacts have affected cities across the world, with cities in the developing world showing higher climate risks to property, infrastructure, and individual lives. Climate Action Plans (CAP) have emerged as a key tool and policy strategy for cities globally in their fight against climate change. However, most studies on CAPs cover cities of the Global North, lacking representation of the developing world. This study conducts an exploratory case study analysis of CAPs of four metropolitan cities in India, one of the world's worst climate-exposed cities. The objective is to highlight and compare key components and characteristics of these CAPs and showcase their key strengths, unique solutions, weaknesses, and areas of improvement that may offer opportunities for strengthening existing and future city CAPs leading to effective climate policy and urban governance at the national and global level. Characteristics of the CAPs are discussed under the purview of global best practices and frameworks, such as C40 cities. Analysis shows that city CAPs in India are at a nascent stage owing to the absence of climate policies resulting in experimentation and implementation, suiting stakeholder and local government needs.
