Particular attention is paid to the role of ministries of education (and equivalent national and sub-national agencies) in drafting ESD policy, local implementation of ESD policy in schools and education programmes, and gaps and challenges that are observed between high level policy formation and local level implementation. Next, ESD policy research within the field of higher education is examined, comparing and contrasting the role of institutional policy setting for ESD in relation to activities within higher education institutions. Finally, research on ESD policy in non-formal education and public awareness initiatives targeting wider public audiences is examined. The paucity of policy studies on this educational level of ESD coupled with the wide target audience that it can and does reach provides some recommendations for next steps – both in terms of policy research and for policy initiatives themselves.
