Many of the people that lost their lives in the floods lived in basement apartments, and the water management system was completely overwhelmed, indicating a pressing need for infrastructure improvements to prevent such a disaster from happening again. This technical background report for the 2021/2022 edition of the Interconnected Disaster Risks report analyses the root causes, drivers, impacts and potential solutions for Hurricane Ida through a forensic analysis of academic literature, media articles and expert interviews.
