    Abstract On 1 September 2021, remnants of Hurricane Ida, the costliest disaster of 2021, brought historic rainfall to New York City, triggering the city’s first-ever flash flood alerts as water flooded streets, subway stations and apartments. Many of the people that lost their lives in the floods lived in basement apartments, and the water management system was completely overwhelmed, indicating a pressing need for infrastructure improvements to prevent such a disaster from happening again. This technical background report for the 2021/2022 edition of the Interconnected Disaster Risks report analyses the root causes, drivers, impacts and potential solutions for Hurricane Ida through a forensic analysis of academic literature, media articles and expert interviews.
