    Abstract Climate change is progressing and its effects are a major and growing challenge for society as a whole. This increases the pressure for action to expand risk prevention and risk transfer solutions. Insurance instruments are one way to ensure protection against extreme weather events and natural hazards. The targeted development of insurance instruments can therefore be an important contribution to a strategy for improved adaptation to climate change in Germany. However, without taking into account the national context with its various actors and their intentions, existing sectoral legal bases and regulations and the administrative system in a federal structure, resilience building – and the introduction of climate risk insurance as part of it – cannot be successful in the long term. Based on literature research, expert interviews and an expert workshop with stakeholders from agriculture and forestry, the building sector, infrastructure and the insurance industry, this publication provides recommendations for action on adaptation and insurance.
