    Abstract Universities are marketplaces of ideas. The United Nations University is in a unique position, lying as it does at the interactive interface between ideas, international organizations and international public policy. The United Nations has the responsibility to maintain international peace and security and to promote human development. Scientists and scholars have a duty to make their knowledge available for the betterment of humanity. And the UNU has the mandate to link the two normally isolated worlds of scholarship and policy-making. This volume is an effort, however modest, to fulfill this mandate.
