    Abstract This report examines the evolution of the CAR’s armed groups, their role in transnational organized crime and the effectiveness of multilateral responses applied thus far. It details the interconnectedness of organized crime and the State and how illicit activities have become ingrained within the fabric of governance with dire consequences. It also illuminates the complexities of governance in fragile, conflict-affected States such as the CAR and highlights the clear gaps and limitations of multilateral intervention in these contexts. Although there are multiple definitions of transnational organized crime and different ways of delineating or measuring it, this report uses criteria drawn from the United Nations Convention against Transnational Organized Crime, which considers transnational organized crime to be a set of activities that (1) are primarily aimed at obtaining profit illegally; (2) have been carried out over time in an organized manner; (3) have been conducted by a definable network of connected individuals and/or groups; (4) either use or threaten to use violence or corruption; and (5) either occur in, involve actors in, or span the border of two or more countries.
