However, greater economic wealth does not always translate into increased well-being for people or the planet. Our relentless pursuit of economic gain is pushing the planet to its limits, eroding social cohesion and people’s health. If increased wealth doesn’t necessarily lead to improved well-being, why do we continue to prioritize economic growth? By applying the Theory of Deep Change, developed for the 2025 edition of the Interconnected Disaster Risks report, this technical background report discusses the risks perpetuated by the market economy and what a better system could look like. The report discusses the benefits of a well-being economy, shifting focus from perpetual growth to achieving balance, where value is determined by contribution to health and happiness. The report highlights the necessity for deep change that can be achieved by changing societal assumptions and values, called inner levers, combined with structural changes, such as new laws, infrastructure or behavior, called outer levers. With this, we can guarantee that everyone’s needs are met to live a life with dignity and happiness, within the boundaries of what Earth can provide.
