    Abstract The United Nations University Centre for Policy Research (UNU-CPR), with support from the Freedom Fund, has published a Policy Brief exploring the relationship between lack of official documentation and heightened vulnerability to modern slavery in Kenya. The study finds that without proper documentation, individuals face significant barriers to accessing essential rights and services, leading to increased risks of exploitation. Vulnerable populations, including nomadic groups, orphans, migrants, and refugees, are disproportionately affected, with many unable to secure safe employment or legal protections. The Policy Brief, accompanied by comics in English and Swahili, provides practical recommendations for policymakers and civil society to address documentation gaps and protect at-risk groups.
