    Abstract Chapter 3 presents a qualitative assessment of regional progress,complementing the global and regional quantitative assessments of e-government development provided in chapters 1 and 2. It offers an empirical overview of regional challenges and opportunities and analyses regional responses through a review of relevant initiatives and crossborder partnerships. This chapter has benefited from the contributions of various United Nations regional commissions and from the discussions and outputs of an expert group meeting on the preparatory process for the United Nations E-Government Survey, held by the United Nations Department of Economic and Social Affairs (UN DESA) in New York on 1 and 2 April 2019.
