    Abstract This paper centres on CSOs and highlights the tensions and dilemmas surrounding their practice during the COVID-19 pandemic. First, the tension inherent in the very notion of resilience in general and cyber resilience specifically are explicated. These tensions are then explored and elaborated through a case study of local CSOs. The paper posits and illustrates how the cyber resilience posture of CSOs has become more precarious and vulnerable during and, likely, post the COVID-19 pandemic - the new normal.
