    Abstract Most states are either too small or too big in order to adequately respond to the forces of globalization. This is the reason why states are building regions within, above or across individual states. In this way, the old idea of the nation-state, as the unique centre of governance, is gradually being replaced by multilevel governance, in which the state represents only one of the levels. The other levels being the regions. Regions are there to help states govern more effectively, but sometimes regions want to become a state themselves.
