    Abstract

    e-Government Readiness Assessment is a vital step indeveloping effective e-Government strategies which providesimportant knowledge for policy- and decision-makers.Particularly for developing countries, it is imperative to analysethe conditions, opportunities and challenges of an existingenvironment to ensure that the resulting e-Government strategyis realistic and workable, whilst enabling public administrationreform in support of a sustainable development agenda. Whilethere are different approaches to e-Government ReadinessAssessment, the review of existing literature reveals a generallack of focus on methodology and survey design for e-Government Readiness Assessment applicable to developingcountries. In this paper, we present the key elements of aholistic e-Government Readiness Assessment methodology,considering national- and agency-level survey model andinstrument design. In addition, we discuss implementationissues and present recommendations for future researchincluding the validation of the proposed methodology.
