Entrepreneurship and innovation in a hybrid political order: The case of Lebanon

Governance is often treated as a 'black box' explanation for unproductive or destructive entrepreneurship. In order to improve our understanding of how governance structures influence entrepreneurship and innovation it is instructive to consider how entrepreneurs function in so-called hybrid political orders. Lebanon is such a hybrid political order in which a dual game of informal clientelism and formal programmatic competition shapes entrepreneurship. In this paper I provide an exploratory overview of the governance-entrepreneurship nexus in Lebanon. It is argued that although Lebanese entrepreneurial attitudes appear to be very positive, entrepreneurial activity seems to be adversely impacted by governance challenges and entrepreneurial aspiration is severely underdeveloped. In-depth interviews with Lebanese experts show that Lebanese entrepreneurs still face significant obstacles, often related to the political context and system. These include: the high costs of utilities and infrastructure; poor government support and a lack of political vision for the economy; and instability and unpredictability related to violent conflict that make investment and planning difficult and foster a short-term, migration-focused mentality. Lebanese entrepreneurs respond to these challenges by operating as independent from government as they can; taking a regional perspective; and diversifying. The challenging context, moreover, also offers particular assets and opportunities to entrepreneurs, such as a vibrant diaspora and a supposedly resilient business mentality.

Entrepreneurship and the national system of innovation - What is missing in Turkey?

Although very dynamic and flexible, Turkish SMEs are less innovative than their European counterparts. The analysis undertaken in this paper allows to assess whether this low level of innovative activities is related to a lack of entrepreneurial behaviour and/or to the weaknesses of the Turkish innovation system. Exploring a unique firm level survey realized among 50,000 small- and medium-sized enterprises, we seek to evaluate the impact of firms’ behaviour and choices in the presence of entrepreneurial, technological, institutional, and market opportunities, in an emerging country context. Our results highlight the importance of policy measures in building innovative capabilities.

Pro-Poor, Entrepreneur-Based Innovation and it’s Role in Rural Development

Innovation spurs economic growth and development. Pro-poor innovation in rural areas is more likely to occur through small-scale ventures and entrepreneurs than industrial research and development. Whilst previous rural development policies have focussed on small-holder agriculture, the fact is that most rural poor are landless poor and therefore unlikely to benefit greatly from agriculture-based policies. Instead most poor are entrepreneurs, running micro ventures, often at subsistence levels in both agriculture related and non-farm sectors. Though most rural poor are entrepreneurs out of necessity, a few are opportunity entrepreneurs pursuing a profitable business, innovating and looking to grow. These are the growth focussed entrepreneurs that are likely to have a large indirect effect on the poor by providing employment opportunities as well as improved good and service. This paper discusses the concept of propoor entrepreneur-based innovation (PEBI) by reviewing existing literature on rural development, innovation and entrepreneurship.

Bridging the financing gap for pro-poor innovation: Towards a framework

In many developing countries, pro-poor entrepreneurship and innovation is facing a financing gap. Such innovation suffers from a lack of finance especially from the mainstream (or core) of the financial system. Instead, the little support that exists comes from alternative sources at the periphery of the financial system. This substantial gap in finance for rural PEBI, which remains unexplored, is the focus of this paper. To start, a number of barriers to access to finance are considered, from which a conceptual framework is constructed. The framework considers the financial system as made up of a core (the banks) and a periphery, where the way knowledge flows within the system, the type of knowledge that can be accessed and accumulated, and the kind of relationships that exists matter. It is suggested that at the core, path dependence and institutional lock-in together with a closed network of similar knowledge types and a dependence on collateral rather than relationships, result in a rigid and a closed system. The periphery organisations are better able to obtain and act on new knowledge (and provide finance) for a number of reasons which form the basis for a set of insufficient but necessary (INUS) condition. Accordingly, the organisations may posit the following characteristics: a dynamic and flexible approach to finance; a wide network of actors with varied knowledge; relationship focused; an emphasis on tacit knowledge, feedback loops and learning; ability to innovate close to users; and a systemic and integrated approach to finance.

New firm creation and failure: A matching approach

We propose that the rate of creation and failure of new firm start-ups can be modelled as a search and matching process, as in labor market matching models. Deriving a novel Entrepreneurship-Beveridge curve, we show that a successful start-up depends on the efficiency with which entrepreneurial ability is matched with business opportunity, and outline a number of possible applications of this matching approach to formalize the economics of entrepreneurship.

Unlike in the past where industrial policy was either focused on creation and growth of state-owned firms or alternatively consisted merely of broadly functional policies without consideration for firm or entrepreneurial specifics, the requirement now is that future industrial policy ought to be a nuanced partnership between entrepreneurs and the state. In this paper we outline some considerations for such an industrial policy where the entrepreneur-state nexus is paramount. Moreover, we argue that such an industrial policy will need to take into consideration that the entrepreneur-state nexus is evolving, and that it depends on the stage of development of a particular country.

Where the theory of free competition reigns, developing countries should open their arms to investments from all types of enterprises in order to maximize jobs. Ownership, measured by votes of shareholders or boards of directors, is immaterial to performance. Matters change drastically, though, when competition depends on monopolistic assets and market theory no longer rigorously holds. Then, ownership matters. Foreign owned enterprises from developed countries can ‘crowd out’ privately owned enterprises from developing countries. They can break their back before they have a chance to acquire their own assets. FOEs in direct competition with POEs are not necessary for economic development to flourish, and it is dangerous for a promising POE to confront a privileged FOE in its own back yard, often with the backing of the FOEe’s powerful government. In this paper it is argued that because assets differ systematically between FOEs and POEs in their respective stages of evolution, FOEs may not contribute more to economic development in monopolistic industries than POEs. Indeed, the best POEs in the fastest growing emerging economies (e.g. Korea’s Samsung, India’s Tata, and Brazil’s Embraer) tend to be more entrepreneurial than FOEs. The paper discusses the contribution of POEs vis-à-vis FOEs to economic development in emerging economies.

In this paper, we empirically investigate the effect of entrepreneurship on economic growth at the country level. We use data from the Global Entrepreneurship Monitor, which provides comparative data on entrepreneurship from a wide range of countries. An important element of this paper is that we compare the effects of entrepreneurial activity on economic growth in high income, transition and low income countries. This dataset also enables us to make a distinction between the effects of entrepreneurship in general and growth-oriented entrepreneurship in particular. We present empirical tests of the impact of entrepreneurial activity on GDP growth over a four year period for a sample of 36 countries. Our empirical analyses suggest that entrepreneurship does not have an effect on economic growth in low income countries, in contrast to transition and high income countries where especially growth-oriented entrepreneurship seems to contribute strongly to macroeconomic growth.

"Surfeiting, the appetite may sicken": Entrepreneurship and the happiness of nations

We know that entrepreneurs - at least those driven by opportunities - can contribute to economic growth, productivity improvements and competitiveness in national economies.. But do they contribute to happiness on the country level? In other words, does the happiness of nations depend on its entrepreneurs? And what about happy nations - are they better places for entrepreneurs to start-up new businesses? In this paper we survey the literature on entrepreneurship and happiness, and use various data sources, including from the Global Entrepreneurship Monitor, to find tentative evidence of an inverse U-shape relationship between (opportunity) entrepreneurship and national happiness. We find little evidence that a nation's happiness drives early-stage entrepreneurial activity but we do find evidence that opportunity-motivated entrepreneurs in happier nations may be less concerned with high firm growth. Thus we conclude that opportunity-motivated entrepreneurship may contribute to a nation's happiness, but only up to a point. Not everybody should become entrepreneurs, and the happiness of a nation cannot be indefinitely increased by boosting the numbers of opportunity entrepreneurs.

Women entrepreneurs in the informal economy: Is formalization the only solution for business sustainability?

The existing marketing, strategy and economics literature have little to offer by way of recommendations to promote entrepreneurship in the informal economy, except to advocate that multinationals, local firms, state and public agencies should work together to bring the informal economy into the fold of the formal economy. In contrast, this paper argues that the business sustainability of women entrepreneurs in the informal economy depends upon their engagements or business partnerships with other women (and men) and women-focussed intermediaries. More than formalization, women entrepreneurs need 'spaces' for dialogue with other women (and men) to learn and build business capabilities. Both the State and firms wanting to penetrate the informal economy can create such spaces through partnerships with NGOs and women-focussed organizations. While formalization of entrepreneurial activity is favourable under some circumstances, it can be detrimental under others - necessitating a case by case evaluation rather than a general rule. In order to ensure the business sustainability of women's ventures in the informal economy, any sort of formalization must occur through a gradual process accompanied by intermediaries. These results are formulated through the compilation and analysis of the existing literature and the study of six detailed case studies of women entrepreneurs from developing countries validated by extensive interviews. The results are then used to propose a closed model of linkages between formal and informal economies which has novel organizational implications for firms competing to establish consumer bases and business partnerships in the Base of Pyramid (BoP) markets of developing countries.
